The main problem of the Spanish local finance system derives from the existence of two opposite models: LOFCA model versus Floral system. As a result of this opposition, the Spanish system has moved some distance away from the theoretical principles of sound fiscal federalism. The analysis carried out in the article points out clearly the need to improve the fiscal mechanisms of responsibility and financial autonomy and to introduce a system of interjurisdictional responsibility which should palliate the defects detected in (...) the actual system in order to maximise the political and economic advantages of an authentic fiscal decentralisation.Le problème majeur du système espagnol de finances locales réside dans l’existence de deux modèles opposés: le modèle LOFCA et le système Floral. En raison de cette opposition, le système espagnol s’est considérablement écarté des principes affirmés par la théorie d’un authentique fédéralisme fiscal. L’analyse conduite dans l’article met en évidence la nécessité d’améliorer les mécanismes fiscaux de responsabilité et d’autonomie financière des collectivités locales espagnoles en introduisant un système de responsabilité inter-juridictionnelle capable d’éliminer les incohérences du système ; ce qui permettra de tirer pleinement partie des avantages politiques et économiques inhérents à la décentralisation fiscale. The goal of this work is to compile the basic components for the construction of an electromagnetic field theory of consciousness that meets the standards of a fundamental theory. An essential cornerstone of the conceptual framework is the vacuum state of quantum electrodynamics which, contrary to the classical notion of the vacuum, can be viewed as a vibrant ocean of energy, termed zero-point field (ZPF). Being the fundamental substrate mediating the electromagnetic force, the ubiquitous ZPF constitutes the ultimate bedrock of (...) all electromagnetic phenomena. In particular, resonant interaction with the ZPF is critical for understanding rapidly forming, long-range coherent activity patterns that are characteristic of brain dynamics. Assuming that the entire phenomenal color palette is rooted in the vibrational spectrum of the ZPF and that each normal mode of the ZPF is associated with an elementary shade of consciousness, it stands to reason that conscious states are caused by the coupling of the brain to a particular set of normal modes selectively filtered from the full frequency spectrum of the ZPF. From this perspective, the brain is postulated to function as a resonant oscillator that couples to a specific range of ZPF modes, using these modes as a keyboard for the composition of an enormous variety of phenomenal states. Theoretical considerations suggest that the brain-ZPF interface is controlled by altering the concentrations of neurotransmitters, placing the detailed study of the neurotransmitter-ZPF interaction at the center of future research activities. An essential prerequisite for the development of a theory of consciousness is the clarification of the fundamental mechanisms underlying conscious processes. In this article I present an approach that sheds new light on these mechanisms. This approach builds on stochastic electrodynamics (SED), a promising theoretical framework that provides a deeper understanding of quantum systems and reveals the origin of quantum phenomena. I outline the most important concepts and findings of SED and interpret the neurophysiological body of evidence in the context (...) of these findings, indicating that the functioning of the brain rests upon exactly the same principles that are characteristic for quantum systems. On this basis, I construct a new hypothesis on the mechanisms behind conscious processes and discuss the new perspectives this hypothesis opens up for consciousness research. In particular, it offers the possibility of elucidating the relationship between brain and consciousness, of specifying the connection between consciousness and information, and of answering the question of what distinguishes conscious processes from unconscious processes. In this article, I present a novel approach to the scientific understanding of consciousness. It is based on the hypothesis that the full range of phenomenal qualities is built into the frequency spectrum of a ubiquitous background field and proceeds on the assumption that conscious systems employ a universal mechanism by means of which they are able to extract phenomenal nuances selectively from this field. I set forth that in the form of the zero-point field (ZPF) physics can offer a (...) promising candidate that is qualified for playing the dual role as both the carrier of energy and consciousness. The appropriate mechanism, which rests upon the principle of dynamical coupling of ZPF modes, is a unique feature of quantum systems, suggesting that the dividing line between conscious and non-conscious systems is defined by the differentiation between quantum systems and classical systems. The presence of this mechanism in the brain is supported by the neurophysiological body of evidence, leading to a consistent explanation of the dynamical properties of the neural correlates of consciousness. Building on these findings, I lay the foundations for the conceptually coherent integration of consciousness into the physical worldview, derive an indicator for the quantity of consciousness of a given system, and outline the further steps toward a theory of consciousness. Along with the rapid worldwide advance of nanotechnology, debates on associated ethical issues have spread from local to international levels. However, unlike science and engineer- ing issues, international perceptions of ethical issues are very diverse. This paper provides an analysis of how sociocultural factors such as language, cultural heritage, economics and politics can affect how people perceive ethical issues of nanotechnology. By attempting to clarify the significance of sociocultural issues in ethical considerations my aim is to support the ongoing international (...) dialogue on nanotechnology. At the same time I pose the general question of ethical relativism in engineering ethics, that is to say whether or not different ethical views are irreconcilable on a fundamental level. (shrink)

Based on bibliometric methods, this paper describes the global institutionalization of nanotechnology research from the mid-1980s to 2006. Owing to an extremely strong dynamics, the institutionalization of nanotechnology is likely to surpass those of major disciplines in only a few years. A breakdown of the relative institutionalizations strengths by the main geographical regions, countries, research sectors, disciplines, and institutional types provides a very diverse picture over the time period because of different national science policies. The results allow a critical assessment (...) of the different science policies based on the relative institutionalizations strengths as well as the conclusion that the institutionalization process has run out of control of individual governments who once induced the development. By comparing chemistry to art, chemists have recently made claims to the aesthetic value, even beauty, of some of their products. This paper takes these claims seriously and turns them into a systematic investigation of the aesthetics of chemical products. I distinguish three types of chemical products - materials, molecules, and molecular models - and use a wide variety of aesthetic theories suitable for an investigation of the corresponding sorts of objects. These include aesthetics of materials, idealistic aesthetics from Plato (...) to Kant and Schopenhauer, psychological approaches of Ernst Gombrich and Rudolf Arnheim, and semiotic aesthetics of Nelson Goodman and Umberto Eco. Although the investigation does not support recent claims, I point out where aesthetics does and can play an import role in chemistry. Particularly, Eco's approach helps us understand that and how aesthetic experience can be a driving force in chemical research. (shrink)

Five Unpublished Letters by Friedrich Nietzsche. Five unpublished letters by Nietzsche to Louise Röder-Wiederhold, as well as an unknown letter (draft) from her own hand suggest that Nietzsche’s negative judgment of her, which has dominated biographical Nietzsche research up to now, was anything but definitive and can be strongly relativized. The new documents also prove that Röder-Wiederhold was not only a temporary “secretary” for Nietzsche, but also an intellectual and humorous, interested, compassionate and independent-thinking correspondence partner, even if she did (...) not enter into a closer friendship with him. What particularly connected the two and remained an almost constant theme of their correspondence was the difficult life situation of their mutual friend, the unsuccessful composer Heinrich Köselitz, and how one could help him to get access to orchestras and opera stages in German-speaking countries which might perform his works. Of all the scientific disciplines chemistry seems to be particularly concerned about its public image. Indeed, popular associations with chemistry range from poisons, hazards, chemical warfare, and environmental pollution to alchemical pseudo-science, sorcery, and mad scientists. Despite repeated campaigns for convincing the public that chemistry would bring health, comfort, and welfare, chemists frequently meet with hostility in popular culture. As student enrollment numbers has been shrinking, chemistry departments have been closed in several countries. Also in humanist culture chemistry has a (...) very low profile; philosophers in particular keep to their traditional neglect of anything related to chemistry. Of course, chemists have always been complaining about their low prestige, the lack of public acknowledgment of their achievements, and the misguiding popular associations with chemistry, such that we now have a long record of complaints of almost two centuries. More recently, in response to their public image, chemists have tried to launch slogans such as ‘green chemistry’ or even dropped the term ‘chemistry’ altogether and adopted more fashionable labels such as ‘materials science’, ‘molecular science’, or ‘nanotechnology’. Surprisingly or not, chemists have never translated their complaints into serious research programs to understand the public image of chemistry in its cultural and historical contexts. To be sure, chemical societies and, particularly, the chemical industry have commissioned many reports for promotional or marketing purposes. Yet, such reports usually scratch only on the surface and may well have recommended one or the other camouflage tactics. Even the recent boost of academic research in Public Understanding of Science (PUS) has virtually excluded chemistry and, instead, focused on topics such as ‘Frankenfood’ and genetic engineering. The failure to deal with chemistry in PUS studies is more serious than the traditional neglect in the humanities, because stereotypes of chemistry have dominated the popular image of science in general.. Aus psychoanalytischer Sicht wird die therapeutische Haltung in der Beziehungsarbeit mit psychotisch erlebenden Menschen beschrieben. Eine solche psychodynamische Haltung ist nicht nur in der Praxis des Psychoanalytikers hilfreich, sondern bewährt sich auch in der Akutstation einer psychiatrischen Klinik, in der sozialen Rehabilitation oder bei der Psychopharmakologie. Im ersten Teil wird die Arbeit in und an der therapeutischen Beziehung als Ausgangspunkt gewählt und die für die Autoren maßgebliche Haltung anhand der beiden Begriffe Engagement und Respekt dargestellt. Anhand einer klinischen Vignette wird (...) im zweiten Teil darauf hingewiesen, dass eine Therapie – nicht nur, aber auch mit psychotisch erlebenden Menschen – eine Gratwanderung zwischen beiden Dimensionen sein kann. Interdisziplinarität ist konstitutiv: Publiziert werden auch Studien jener wissenschaftlichen Fächer, die aus der Rhetorik hervorgegangen und methodisch mit ihr verflochten geblieben sind, sowie Arbeiten zur Praxis rhetorischen Sprechens in Alltag und Beruf, in öffentlichen Debatten, in Wirtschaft und Politik. Besonderes Gewicht liegt auf historischen Aspekten. Historisch meint hier: bis auf den heutigen Tag. Leitend bleibt die Frage, welche Rolle die Rhetorik in (...) den verschiedenen Disziplinen heute hat, welche Bedeutung sie in der modernen Gesellschaft für sich beansprucht.
